Is there any means testing done for those who use ADEC services?  Mr. Leatherman pointed out that ADEC assumed responsibility for the disabled after the County Home closed . .  all those living at the County Home were indigent, so to assume all individuals using ADEC services are in the same situation may be an incorrect assumption.  Perhaps Mr. Reigsecker is correct to question the partial funding of ADEC with county money. 

ADEC's job is important, but the county does not have an endless supply of money, so an evaluation is warranted.

Good question.  Yes, every person who receives guardianship services would be classified as "indigent" or they pay the full cost of the service from their own funds.  That is true of all persons receiving ADEC services.  They are all eligible for Medicaid or pay the full cost of service.

What does the County Council want to do? Open their own County Home for the Mentaly Disabled?  On what?  $450,500.00?  The $450,500.00 ADEC fund for their faculity is a small amount of the County Budget.  Give it to them and cut somewhere esle.  I am sure you can look at your budget and find other items that are not as necessary as ADEC is to this county.
