The driver, Devon D. Goodwin, 20, of Elkhart was arrested for operating a vehicle without ever receiving a license, a class C misdemeanor, and leaving the scene of an injury accident, a class D felony."

Devon sounds like a male name.  Perhaps it's one of those names that can be used for either gender.  When the booking photo is posted, the mystery will be solved.

I think they got the initial story confused with this update. It originally stated a woman was behind the moped and the h-r driver cut in front her striking the moped.Who knows? Maybe the driver looked like a woman and was really a man...anymore that's a good possibility.

Restrictions Mopeds;
Mopeds cannot be driven on the interstate,on sidewalk or faster than 25 mph.Mopeds must be driven on single-file paths or parts of roadways set aside for the use of bicycles (typically the far right side of the road).
Now then only,IF more people really has more knowledge of said rules of the road.Just maybe there would not be so many accidents?

Funny, it didn't read like it was the moped's fault. $5 says Devon was texting or playing with her phone when she hit the moped.
