Check his legal status. If he is illegal, deport him to his home country and deduct all legal and incarceration expenses from the financial aid his home country receives. If his home country receives no financial aid, send the home country a bill.

Use the confiscated money to reduce the bill for his incarceration and legal expenses.

For now the community is safe from him.

LOL - Like the citizens of another country are responsible for the personal behavior of an ex-patriot.   Not like they could afford it either - Mexico for example is a very corrupt country run in the way that America is now headed - Except far worse.  Maybe we should send the bill to Carlos Slim.

I really don't believe much in direct foreign aid - If we do it at all it should be executed through Federal funding of an American not for profit that does development work in other Nations.

I could see the wisdom of deporting him for trial in his own country and encouraging Nations to do that but no nation on earth has the criminal justice infrastructure and investments that America does.

Now that crime rates are going down - I would say that we should have other Nations help us pay down our debts here by housing theirs!  

Assuming that we had the most just system of criminal justice operations in the world and the best mental health treatment system in it.

Which we do not.

A good thought exercise though - In an ideal world at this moment we would build the criminal justice system with the greatest capacity for rehabilitation and then import criminals for treatment from other countries.  We are so not there yet though.
